What are we looking for here?
A hotel is almost always judged on the part that is easiest to photograph: the pool, the view, the marble in the bathroom. It is the part that costs the most and says the least. What is left of a stay, months later, is usually something else. Someone who had worked out what time we would be arriving. A breakfast unlike every other hotel breakfast. A tip about where to go that did not come out of a leaflet.
In this category the biggest risk is mistaking the classification for the merit. A hotel's stars are awarded by the Region, on criteria that change from one region to the next and often on the operator's own declaration. They say how many services there are. They do not say how those services are performed. A three-star in a hill town can look after a guest better than a four-star on the main road, and the number on the sign gives nothing away.
So we look elsewhere. How long the same management has held the property. What relationship it has with the place it stands in. Whether the building has a history that someone took care not to erase. And how the people who do the welcoming speak about their own area: it is the quickest way to tell whether they live in it.
Which businesses fall into this category?
Hospitality covers businesses that offer lodging to the public: hotels and hotels of character, historic houses and relais, agriturismi with rooms, bed and breakfasts, guest houses and holiday lets, serviced apartments, hostels, mountain and walkers' refuges, campsites and holiday villages, alberghi diffusi (a hotel whose rooms are spread through the houses of a village).
The doubtful cases, and how we settle them
- Agriturismo
- Hospitality if lodging is the main activity and the table completes it; Dining if the kitchen is open to people who are not staying the night and is the reason for going. If the heart of it is instead production sold on the farm, the criterion to apply is that of Producers.
- Hotel restaurant
- If it has an entrance, an identity and customers of its own it is assessed under the Dining Disciplinare, even when the property is in the network as Hospitality. If it serves only the guests of the house, it is part of the lodging service and is assessed here.
- Spa inside the property
- Part of the hospitality offer as long as it is reserved for guests. If it is open to outsiders with a price list and a booking of its own, the indicators on the qualifications of the staff are those of Wellbeing and Sport.
- Historic house open to visitors but not offering rooms
- Outside the perimeter: it offers no lodging. It can appear in our editorial writing as a place, not as a business of the network.
- Property run by a chain or a consortium
- We assess the single property and the way it is run, never the brand of the chain. Belonging to a distribution consortium is not evidence: it is a commercial contract.
What do we look at?
Who awarded it before we did
More caution is needed here than elsewhere, because the sector is full of marks that look like recognitions without being any. The stars are an administrative classification. The identification code is an obligation of law. Belonging to a booking circuit is a contract. What holds firm are the titles awarded by those who really check, such as the Chiavi of the Guida MICHELIN, the EU Ecolabel or the mark of the chambers of commerce, and the historic registers, which establish a fact instead of passing a judgement.
What its customers say
There are a great many reviews here and they have to be read for their themes rather than for their score. The most reliable signal in this category is when the reviews name the people who work there, by name, and go on doing so for years. We also look at whether the owner replies, and whether the replies are written one by one or copied.
What it works with, and how
Here the raw material is the house and what is served in it. How the building is kept, what there is for breakfast and where it comes from, how the garden is looked after, what training the person at the front desk has had. The method shows in how a late arrival is handled, an unforeseen event, a request outside the standard.
How long it has been there, and how it stands with its own place
How many years of the same management, often a family one. What history the building has and how it has been preserved. Whether the property sends its guests out to discover what lies around instead of keeping them inside. Whether it takes part in the life of the place. On this Italian hospitality has an advantage that a hotel room identical everywhere cannot have.
We look at a business when the evidence gathered covers at least two of the four axes, and at least one piece of that evidence comes from a source outside the business's own account of itself: an outside body, the public of its customers, one of our scouts on the ground, our editors. Evidence is a necessary condition and not a sufficient one: the assessment remains an editorial one.
Which recognitions do we take into account?
None of these titles is required to join the network. They are the places where we go and look, not a list of requirements.
Guides and rankings
Awarded by editorial teams with inspectors of their own or by large review databases, and reassigned every year: they lapse. The first kind assess, the second measure a reputation.

Association memberships
Memberships with entry requirements and an annual fee. They count as a sign of belonging to a selective community, but they must be kept apart from consortia of purely commercial distribution, which select nothing.

Institutional recognitions and certifications
The soundest of all when there is an outside body that verifies and a register that can be queried. This family also holds the environmental certifications, which in hospitality carry real weight.

Titles of the place, not of the property
These are recognitions that belong to a municipality or to a stretch of coast. A property may state where it stands, never wear the title: the correct form is «it is in a Bandiera Blu municipality», not «Bandiera Blu hotel».

They belong to the person who received them and not to the building: the owner may change, the hotel stays.

And if it holds no recognition at all?
Many businesses that deserve a place in the network have never asked anyone for an award. For them we look at these things, and each one says where we know it from.

What is not enough?
These things, on their own, bring nobody in. Some of them are respectable and stay respectable: they simply do not tell us what we are looking for.
- The stars. They are a regional administrative classification, in many Regions self-declared: they say how many services there are, not how they are performed. A four-star in one Region cannot be compared with a four-star in another.
- The national identification code. It is an obligation of law to display, with a penalty if it is missing. It serves to identify the property, not to distinguish it.
- The sunflowers of the agriturismo. A regional classification, often on self-declaration. The same reasoning as the stars.
- The Agriturismo Italia mark. It is an identifying sign whose display is compulsory, not a certification of quality.
- Belonging to a distribution consortium. The large booking networks and the subscription charm circuits are marketing contracts: none of them verifies the quality of the welcome.
- The facilities. Pool, gym and spa are investments, not merit. They say how much has been spent, not how guests are looked after.
- Standing in a place that has been awarded. Bandiera Blu, Bandiera Arancione and Borghi più belli d'Italia are titles of the municipality. Being there is a geographical good fortune, not a piece of work.
- The heritage restriction on the building. The protection order is a legal status that brings obligations with it, not a certificate of the quality of the hospitality.
- A high average from a few recent reviews. In hospitality more than anywhere else, twenty enthusiastic reviews in three months are an event, not a history.
- The number of rooms. It says nothing. Small properties are not better looked after by definition, and large ones are not impersonal by definition.
How does a business get into the network?
Properties reach us in three ways. Our scouts point them out to us: they sleep and travel where we are not. We find them ourselves, searching guides, registers and the local press. Or they put themselves forward.
Then we check. We search the public archives for what can be searched there, and we go and see the rest, which in this category means sleeping there. If we do not find enough, the verification closes. We can reopen it later, because management changes.
We reread this document once a year. We check that the recognitions we name still exist, that they have not changed name or awarding body, and that no new ones have appeared.
